How do you deal with that sort of thing safely? Get some sort of big metal shield between you and it, shuffle toward it and try and let it down?
I saw on the news a woman died because they were in a car with a spacesaver spare and lots of stuff in the back, had a bulge on the tyre. They put the spare on, couldn't fit the full-size wheel in the space for the spacesaver or in the boot because of all their stuff so the passenger held onto it and it exploded.

Bloody hell!
Any hole you create in the rubber is going to expand unbelievably quickly and exponentially. Even hitting it with a syringe will make the boom.
Maybe send in one of those bomb disposal robots to push in the valve.

I've had valves overinflate before, so its feasible that the valve could blow. Even then, that would be far less dangerous than the whole tyre going.

I've actually stabbed a tire before. (Pull-A-Part. I didn't want to pay for the tire and didn't have the tools to remove it properly) I brought it inside of a van so no one would see and think I'm doing something too crazy, and it blasted air out so fast that my hand effectively became the barrel of an air-powered knife gun as it shot the damn thing straight up to the roof of the van, leaving a 4"-diameter dent and shattering the handle off of the knife. My hand got a lovely cut from the blade rushing through it, and I also got a headache after falling out of the open door and hitting my head on the next car over.
Nobody was close enough to hear anything, though, and my cut wasn't very deep so it managed to dry itself shut in half a minute or so, so as far as anyone else is concerned, nothing happened... ._.
